It depends what level your wanting to design at – just for fun or at a professional level.
There are a 2 very good ones for the ‘amateur’ designer, Tiger Woods Course Architect and The Arnold Palmer Course designer.
As for the professional level then I guess you’re looking at some very expensive CAD software.
