Golf course layouts?

Help me settle a dispute! I say, on a regulation golf course, I say that par 3 holes do not have a fairway. Is the area between the tee box and the tee an actual fairway?

It is an actual fairway. Some holes might require a shot to land on the fairway and roll to the hole for example. Billy Mayfair used to play the ball to roll onto the 3rd hole at Winged Foot West, a 216 yard monster par 3.
