vw air filter is missing?

hello my car does not seem to have an air filter? one thing in black with a short tube that comes from it. this is the top of the motor. I am told that there should be a little behind the line of the headlights of the drivers. Am I missing something? Do I need an air filter? if so what I have and how much will it cost? By the way, its a mk3 golf 1.4 cl
